Money is taxed (or eligible to be taxed) every time it changes possession. "Already been taxed once" would only be a valid argument if it were taxed twice while in the possession of one person (entity).

The money in the estate has not been taxed if it is unrecognized asset appreciation. Like stocks or real estate.
