I propose term limits for SC justices and expiration dates on the same day of the year. Every 2 years, the one next in line retires. 2x9 = 18 years, the term for a SC justice. If one dies or retires early, another would be appointed to fill out the rest of that term.
Maybe there could be special rules for those exceptions to the 18 year term.
