This will never happen unless the Democrats have a Super Majority with Biden in the White House. DC and Puerto Rico would both go blue. Republicans would never let it happen.
They only need a simple majority, not a super majority. The Republicans have rigged the Supreme Court, the Dems can help to counterbalance that by adding DC and PR. If the GOP had anything to offer, they wouldn’t be so worried about two new states being “blue.”
