Trump utterly lacks command presence and the requisite integrity and honesty to reassure scared people. That is why he lashed out @PeterAlexander. He is failing history’s test. He is petulant, dishonest, delusional and on the attack in the name of his political self interest.

Because of the cult, the answer is nobody. I don't know how far it would have to go, for the administration to actually be held responsible for deaths. Then, the National Guard could be sent in, if enough military brass can agree.
