Who foots the bill? Are you charging the oil and gas industry for the climate change that requires new flood control or do you expect people in Federal net donor states to pay for mitigation when Congress will not step up climate change prevention measures.

I hope it’s not the ‘red tape’ that informs you of the potential consequences of said changes. There are always unintended consequences that need to be weighed and who/what profits and who/what is going to ‘lose’.
