Long-term deterrents actually don't work very well in human psychology actually. People are only scared by things happening in the here and now. The psychology research on this is pretty interesting.

Same for the opposite, rewards. Research shows that routine “rewards” like extra end-of-the-year payments or predictable bonuses end up being an expectation and lose their power as reward fairly quickly.
