Brigette was put on PTR on Feb28th. Released to live servers on March 20th. Not put in Competitive until April 30th. That is 61 days of testing. 4 Days after she is put in competitive, a nerf is announced.

Yes, QP is different then Comp. No, you do not need to wait for that data. You have 60-100 days where 1 blizzard official can organize contenders teams or individuals into pugs, gather informed feedback, and ideally be at a level themselves where they understand what is happening
