Brigette was put on PTR on Feb28th. Released to live servers on March 20th. Not put in Competitive until April 30th. That is 61 days of testing. 4 Days after she is put in competitive, a nerf is announced.

I tend to agree, however QP and Comp folks play differently. Could it just be that the issues weren't front-and-center until she was introduced to Comp and people saw them first-hand? IMO PTR is not a very objective testing ground, and QP is QP. Comp is the real shakedown.
Officially organize contenders teams to play with the changes and personally ask for their feedback and have enough game knowledge to watch their matches to come to conclusions on your own. You have 60-100 days to organize this. Solved
