I've been thinking adding new characters instead of new weapons to an FPS is a great way to go for like a year now, like how mobas do it

@Niichts The main problem is balancing these characters on every update. Just adding new weapons on TF2 creates a lot of headache for them.
@Laftel The Saharan spy set could have just been a new character. It's exactly the same but honestly easier to balance
