No offense, but that last statement makes no sense. By releasing prisoners, who are in de facto quarantine in prison, into the general public, doesn't that increase risk of exposure to them? What about the risk to safety of the general public these inmates pose?

I think we're getting carried away with what we're lumping into public health concerns. Some doctors last Nov spoke out in favor of Prop 10 b/c high rent is a public health issue. If true, then any life stressor could be considered a public health concern, which is too broad.
