The question to pass along to @SacCountyCA Election's office:
It won't be automatically processed or won't be counted at all? Voter intent is pretty unambiguous on this example, can't it be adjudicated, recreated, and processed properly?
They should remake the ballot. It’s spoiled but intent is pretty clear. It’s just a bit more work for the staff.

Geese are not allowed to vote. I know it sounds discriminatory, but that's bird law for you.
To clarify, these ballots were brought in by voters who surrendered their ballots and received new ones. If a damaged ballot is cast, it would be remade so it could be tabulated. By state law, ballots can be processed now - early ballots are the first results released on e-night
