Can you clarify to me what rights you're talking about? Having the right to force a gvt to change its bank notes?

no right to force change, but we are protected under article 9 of the ECHR so I believe this should have been considered

no, but bank notes are compulsory, esp. in cash handling roles, and against Hindu, Jain etc belief too
