A fair wage should also be dependent on location. An Apt in NY will be 4x or more rent than one on rural Idaho. Should minimum wage in NY be $60/hr if $15 in Idaho or should $15 in NY equate to $4 in Idaho. Base min wages should be a local decision not Federal.

Someone making $25/hour won't be too thrilled about the pay cut though.
