As if scourging Muslims for not participating in the jihad hasn't been a primary function of ISIS all along. It's called for in the Qur'an, and it's partly why Ottoman Turks hate Kurdish Turks. The only excuse for non-participation is a pass from a Muslim cleric in good standing.
