        Like Saddam in Iraq and the Ayatollahs in Iran, the Assads always used terror to maintain control. It’s difficult to govern a Middle Eastern country any other way—the whole region is a violent mess of warring factions, with a few exceptions (notably Israel). Assad gonna Assad.
