        Technically... The War Powers Resolution requires the President to notify Congress within 48 hours of committing armed forces to military action and forbids armed forces from remaining for more than *60 days* without a Congressional authorization for use of military force...

        Do believe it's conflict until the declaration of war is made. I.e. bringing the towers down was conflict until Bush said we were going to war over it. Formalities I guess?

        Regina. In 2001 following the September 11th attacks of the Twin Towers, Bush declared war on Iraq. Declaration of war and sending your military is war. It was the Iraq War.
