If this is true, it is likely due to loss carry forwards from prior years and a myriad of tax credits, accelerated depreciation, R&D, etc. It's not as shocking as the statement suggests.

Ideally all business should pay 0 income tax. The $ is just transferred to customers in price of products and services. Double taxation as the people are taxed again on their income.
