Instead of calling in tips to @FBI we should be calling in to 4chan
Private versus public, in a nutshell: 4chan can find a flag in the middle of nowhere by tracking the movement of airplanes. The FBI can't find a person posting ON THE INTERNET UNDER HIS OWN NAME.

Any IT Pro knows that an end user can be traced via either their IP or their MAC Address, both maintained by their ISP according to law. While there are ways to mask them, upper level Intelligence and Law Enforcement have methods to thwart any masking used by typical citizens.
