The statement is true because pedophilia itself is not an action. People are confused by the lack of strict language, eg. making the distinction between the philia (attraction) and the sexuality (action). For the same reason pedophilia is legal, whereas pedosexuality is not.

My estranged brother is a convicted pedophile, Clarence Patty in case anyone is curious. He spent a ton of time and money on underage porn, but according to him “it was a victimless crime”. Tell that to the poor kids that will have to live with what he sanctioned.
