when I was recruiting for the navy, I found that many HS grads had to take many remedial HS classes in college. IOW, they did not learn anything of value in public schools and the colleges had to fix it. minimum of 5 years to graduate with a 4 year degree. shameful.

You seem to make this about race. Some schools (including my alma mater) had silly registration policies. Class size was capped @ 25, making it hard to get the classes you need. Not a racial issue the way you suggest
