Martial arts for children is about instilling a mindset that will support lifelong discipline and performance. If you think a belt for a kid is about physical performance, you're probably none too bright.

I've found it used to be that way. Now it's about appeasing parents. Kids get advanced over a set time, not based on performance. Very few places of value anymore.

But in such a society nobody would be able to produce and keep for their own and not share where needed. Therefore the distribution IS forced, whether it be by societal norm, obligation or force of government. It's still required, expected and therefore forced.
