Subcontracting work is usually done when you don’t have the resources to do it yourself. With Obamacare tanking you’d think they would have excess resource. Wonder if Al Sharpton paid back his debt?

The government is the most inefficient entity known to man. They don't have financial consequences for anything. Citizens and businesses are held liable for poor decisions financially and therefore are forced to make sound decisions. The government just gives away tax dollars.
