Not exactly legal. Freedom of movement was declared a fundamental right by the US supreme court in the 1800s and upheld. You cannot restrict the free movement of US citizens within the borders of the US.

What is the right/left voting rate between the two different groups? That's an important issue honestly. If nothing gain for the right, then it is a lose to the left. Which is still a win. a small one but still a win

PR's not under uniparty control -it's just not Dem/Rep. The local two party system there is PNP (conservative to moderate, pro-US-statehood. Large Rep faction, small Dem faction) and PPD (center to center-left, pro-US-commonwealth, large Dem faction, small Rep faction)
