Because it’s not even a fraction of that number, he pulled it out of his arse. The article stated 700 in Northwest England. That doesn’t translate to even 1% of a million. He’s ginning up outrage among people who can’t read or do math.

In general, no newspaper headline constitutes "evidence" of anything. In the UK, that applies doubly to the tabloids, which have a terrible track record of accuracy.
