Third world immigrants do not provide the revenue that governments are looking for. It is low pay and many times paid in cash. Where I live you have 2 or 3 immigrant families in one home. That is only one property tax income as opposed to 2 or 3.

Governments don't even needed taxes to fund expenditure - observe the Federal Reserve continuing to issue new money ex nihilo.
