Upon further examination the exemptions to rule are felons as follows: "murder, rape, incest, sexual crime against children, and treason" So at least felons under those circumstances aren't able to vote.

There should be a rating system for felons, the more time that goes by without them committing a crime their rating should go up akin to credit score. No crimes score goes up restoring your rights, if after 10 years plus you are clean, your record should be sealed.
