I would agree with the goal in part and that the punishment shouldn’t be fear based, but how does forfeiting punishment/pressure teach morally acceptable standards?

Tell me which moral standards teach a child not to stick their hand in a fire? All consequence lessons are fear based and you can't escape that. That's real world.
