Bump stocks don't make a weapon fully auto. It just makes the trigger easier to engage. 1 pull= 1 round still. Can imitate a full auto.

The goal IS to ban all firearms, but defending full auto conversions is not a hill to die on. Not a good argument circumventing law

If full auto is heavily regulated then easily accessible devices that allow near full auto should also be heavily reg. No slippery slope.
