The Church before Vatican II supported migrants and since historically many Catholics were migrants the Church as Mother has a love for them

Supporting migrants is fine. Putting their safety above concerns of national security and the safety of citizens is not.

Since the Church teaches all humans are made in the imago Dei it would be inconsistent to prefer some humans over others in re: to migrants

It's a question of basic moral theology, i.e. the moral duty of a father to his children, a husband to his wife, a citizen to his fellows.
