In modern warfare there technically is no civilian population or non targets. Assymetrical warfare is even worse. Since there is no front line all people are in the war at all times however may not be under attack.

The maximum draft age in the US during WW2 was 45. My Dad registered but aged out before he was conscripted.

Could be wrong but I think the max US draftable age in WW2 was 43. If I'm wrong, it's close!
