Civilisation actually causes the decline of iq considering the amount of people in these countries they are hugely civilised. The more civilisation and the less we have to use our own brains for things the more we devolve.

Basically, genetic adaptations and gene expression account for inferior brain wiring seen in the Middle East, South Asia & Africa. Inbreeding further lowers IQ. Only where miscegnation with Caucasians or East Asians from China, Korea & Japan has occurred there the IQ rises.
