I don't know about this one Stefan. All the evidence I've seen is that malnourishment when young does limit the IQ later in life. Environment still plays 20-50% of the role in determining IQ. But there is a hard cap at how much environment can help, up to their genetic potential

In the USA genetics plays a bigger role in IQ differences than it does in 3rd world. This is because peoples basic needs when young are met, so the resulting differences are more genetic. In the 3rd world poor conditions limit their potential growth from ~70 IQ to maybe ~80 IQ.

It is affected by the environment (like food), but DNA has the final word. If you're going to be short, no matter how much/healthy you eat you'll still end up short. Asians have the highest IQ but I doubt that they eat better than the average american or european though.
