It is the environment itself that changes DNA bases, mostly by UV radiation, chemical agents, carcinogens, etc. Genetic expression is also different, not all genes serve as a single indicator for something but many are induced/inhibited by the environment in patterns.

The function of one is to adapt to the other. Introduce intelligence to the equation and the environment can be adapted to suit genetics. When it comes to behaviour in social animals I suppose ethics becomes part of the environment within which the genes operate.
