  The CIA started out crooked. Its predecessor was the OSS. They made agreements with the mafia during WWII to keep shipyards operating. If the government looked the other way and allowed the mafia dockworkers to operate unhindered, the mafia would keep docks working, no strikes.

  That implies governments 'original purpose' was benevolent The fact that the system was erected WITHOUT a individual/personal consent mechanism implies it wasn't benevolent. IF the systems intent were benevolent, soliciting individual/personal consent would be part of it.
