I think we already know the answer to that question...these billions in foreign aid and loan guarantees are never audited to confirm the funds were used for their stated intentions. The money is laundered back to corrupt officials.
A question that needs to be asked more about Ukraine – when the US has $180 trillion in unfunded liabilities, why is it giving billions away to a country halfway across the world?

I'm willing to bet that "foreign aid" is a bribery tool for politicians and a portion of the $$$ ends up back into their own non profits. They are funnelling taxpayer money back into their own personal coffers.
