They allowed "red lining" policies from banks to continue. "Black" neighbourhood's were outlined with and arbitrarily declared "high risk" by the banks. Idk, the government has rules put in place to discourage this practice. Are they liable for not having them back then?

It's called Redlining blacks were deliberetly put into certain districts or neighborhoods in Cities and when it came time to come up for loans banks would look up your zip code to see 8fnit had been "red lined"
