Nope! The average IQ in Nigeria is lower than that of Japan. A non-racist wouldn't assume that the random Nigerian he just met has a lower IQ than that of the random Japanese he just met. ...but again you'd have to NOT be racist and understand statistics¯\_(ツ)_/¯.
