We have been doing this for decades if not longer. The USA invested time and $ in stirring the pot in troubled Central American countries, supporting tin pot dictators to fend off communism, thus destabilizing those nations. Today, we live with the fallout and consequences.
So great that the elites have switched from promoting world wars to promoting civil wars. Such progress.
