I read an IMF paper that states that money printing will not cause inflation if there's enough low skilled immigration because of remittances...the money can be counted on to leave and not circulate in the country. Immigration is part of monetary policy.

I agree on a lot of things that you say but isn't it a little hypocritical to use such examples while plenty of Western companies are relocating their businesses into those types of countries to benefit from the relatively cheap labor, using or abusing or the local ressources ?
With all do respect, illegal aliens cannot collect welfare. They do not have a social security number to even apply. You cannot apply for welfare if you don’t have a social security number.
