I doubt it. The Scandinavians of today seldom use violence. They are descendants to the Vikings. Viking society was extremely violent.

It's culture ( radical religion for example) , class ( poverty , hopelessness ) and social environment ( broken family , missing parents, mostly fathers ) .

Lower the bar for having violent criminals executed and we see some improvements quickly. I an not suggesting that we do this but just pointing out that we will rapidly get an effect this way.
