As an Italian American, I can assure you that "Fredo" has no racial connotations.
Oh I see “Italy” is just a “country” when African migrants want to come in. but when the word “Fredo” is uttered suddenly “Italian” becomes a race.

Whether or not it is, the point is that Cuomo is claiming to have been racially/ethnically abused as an Italian. Which is only possible if Italian is a race or ethnicity.

Fredo is only an abbreviated version of Alfredo in Italy;and it's not fashionable, usually call"the Alfredo's in this way. Generally we call them(abbreviation mode)as Eddy.
