Politics rarely addresses morality. Morality is sold to the people but politics deals with reality which is much more harsh. It's been this way for thousands of years. History doesn't change; what people are taught does.

Technically yes, but in effect, no. It's, for all intents and purposes, objectively wrong to torture a baby. And, one small step from that, to torture anyone. Wrong to murder, steal, etc.. these are obvious and intuitive morals for everyone outside of psychopaths.
