Probably, if it's like the USA where they incentivize the worst of the population to reproduce with benefits, while heavily taxing the more productive members, so they reproduce less.

Wondering if government intervention in birth rates can be justified if resources are insufficient, or if the future of the population is at stake. Also, subsidizing to encourage single income stay at home moms is potentially tinkering with birthrates indirectly, is it not?
