The 1924 immigration bill was explicitly this, and worked so well and was so well liked that the authors of the 1965 immigration bill which opened the southern border explicitly lied and said it would not change national demographics.

That being said, the article you posted has a mistake: the constitution does not allow the president to deport foreigners without a hearing. It used to be the case, but this was changed in 2011, four years before the publication of this article.

I should also add that while the immigration laws are very strict in Mexico, they are very poorly enforced. The southern border is almost open for practical purposes (which is not to disregard the frequent HR violations that happen there).
