Because of how they are raised! Western children have become soft and lazy. Void of drive to succeed! By age 9 I spoke three languages, could read and write in 4 alphabets. Recited my first 10 verse poem, flawlessly!

Sure, we don't know how to increase it past your "actual maximum" (even then I suspect only "yet"), but we can remove decreasing factors, which increases your effective IQ.

Also, in regards to malnutrition, we have enough food, but we're still not sure about balanced diets etc. being followed by most people. Hell, we're not even sure what a balanced diet is these days because universities are so behind on nutrition related studies.

There is only one way we can do today that will result in higher IQ for your children. Embryo selection for high IQ and IVF will increase IQ by ~15 IQ (1 standard deviation). We have the technology to do this, but fears of eugenics stops the USA. If we don't soon, China will.
