As someone who who set up a tech company there, I suspect that it's 100% culture in its broadest sense, encompassing attitudes towards financial gain, free enterprise, education, social mobility and rule of law.

Also the fact is Singapore is a tightly controlled democracy where one party has been in power since independence. Freedom of expression has a different meaning there. Great place to live as well.
