The Statue of Liberty was a French gift and a perspective about us from that era by foreigners. Millions of legal immigrants later some have assumed this text as a founding notion of America-it is not. America is a distinct culture now not a malleable idea or a placeholder.

"...beside the Golden Door." It also seems pretty obvious the this implies there is a door to go through. The statue doesn't say anything about sneaking in through the back yard.

I seem to remember we had zero social safety nets back then. People can have safety nets and a strict immigration policy or no safety nets and open borders. Can't have both or the whole system burns down.
