You can feel the heartfelt concern for the poor right there "we give aid, as a tactic" The recipients are really blessed by that I'm sure.

In the 1950s, South Korea was poor than every African nation. 7 decades and 3 Marshall Plans later, Africa is poorer in relative terms than it was in 1950s whilst South Korea is many times wealthier. Aid doesn't work!

If you don't think diplomacy ever involved bribery or you-scratch-our-back-we'll-scratch-yours scenarios, I feel like I overestimated your knowledge of history. Pick any part of the world at any time period and you'll find those things. Is violence better?
