High *reciprocal* social obligation can make it work. When a perceived duty to take care of your neighbor is matched by a perceived duty not to be a burden on your neighbor, people do their best to be self supporting and everyone who can, does. Free riders destroy the system.

This works for crime and punishment as well. Prior to the migrant invasion, people mocked the light punishments in countries like Norway. But the shame of being a criminal was enormous there, especially in a small town. The social ostracization was worse than the year in jail.

Exactly right. If a laborer can work his butt-off for $50k or sit on it, for the same $50k, guess what he’ll choose. The more enterprising ones will work under the table, declare poverty and still exploit the system. Either way, the taxpayer loses.
