        Speaking as a Brit, there would not have been any constitution in the first place. Our governance derives from feudalism, which is top down. USA structure is bottom up.

        The UK, like most of Europe, had Freedom of Speech till the 80s but lost it because of lack of a 1st Amendment. In Italy we have a 1st Amendment (Articolo21) in the Constitution, but EU "hate speech" regulations are above it.
